QSOC aims to establish a secure, sovereign orbital infrastructure combining post-quantum semiconductors, quantum-generated trust and satellite connectivity.
Geneva, Switzerland, Sept 9, 2026 — WISeKey International Holding Ltd (SIX: WIHN; NASDAQ: WKEY), a global leader in cybersecurity, digital identity and IoT today announced that its subsidiaries, SEALSQ Corp (NASDAQ: LAES) (“SEALSQ”), a company that focuses on developing and selling Semiconductors, PKI, and Post-Quantum technology hardware and software products, and WISeSat.Space (“WISeSat”) which focuses on space technology for secure satellite communication, presented their commercial Quantum Spatial Orbital Cloud (“QSOC”) initiative during the International Space Summit, being held in Paris on September 9 and 10, 2026.
The International Space Summit brings together Heads of State and Government, international organizations, scientists, military representatives, astronauts, policymakers, investors and private-sector leaders to address the opportunities and challenges shaping the future of the space industry.
SEALSQ and WISeSat used the Summit to outline their shared vision for transforming space into a critical infrastructure layer for the emerging quantum internet. The QSOC program is designed to combine WISeSat’s secure satellite constellation and orbital operations with SEALSQ’s post-quantum semiconductors, Public Key Infrastructure (“PKI”), quantum random-number generation and identity-management technologies.
Originally announced in March 2026, the QSOC initiative plans the progressive deployment of a constellation of up to 100 satellites through 2033. The objective is to deliver secure communications, certified quantum randomness and post-quantum identity services from space to governments, defense organizations, financial institutions, critical-infrastructure operators and enterprises.
Building the Security Layer of the Quantum Internet
Quantum computing is expected to create transformative opportunities, but it also poses a fundamental threat to many of the cryptographic systems currently protecting global communications, financial transactions and critical infrastructure.
QSOC is being designed to respond to this challenge by moving part of the post-quantum trust infrastructure into orbit, creating a geographically distributed and resilient security layer that is more difficult to disrupt or compromise.
The planned platform is expected to support:
- Post-quantum-secured satellite communications;
- Quantum Random Number Generation (“QRNG”) delivered from orbit;
- Post-quantum identity and device-authentication services;
- Secure key provisioning and lifecycle management;
- Sovereign communications for governments and critical infrastructure;
- Protection against “harvest now, decrypt later” attacks; and
- Future integration with terrestrial and space-based quantum computing and optical networks utilizing quantum entanglement (QKD).
SEALSQ intends to operate the QSOC security and cloud-services layer, including its quantum-resistant in-silicon cryptographic semiconductor technology, security architecture, software, service catalogue and customer relationships.
WISeSat envisions to provide and operate the underlying space infrastructure, including the satellites, secure payloads, ground segment, mission control, spectrum and emission management and communications links.
This structure is intended to allow SEALSQ to commercialize subscription-based quantum-security services without assuming the full capital cost of owning the satellite constellation, while allowing WISeSat to focus on developing and operating secure orbital infrastructure.

The presentation in Paris comes as governments worldwide are increasing their focus on sovereign space capabilities, post-quantum migration and the protection of critical communications systems.
By combining secure terrestrial infrastructure with a dedicated orbital layer, SEALSQ and WISeSat believe QSOC can contribute to a more resilient and sovereign global communications architecture. The platform is intended to complement national and regional quantum-communications programs while offering commercial access to organizations requiring scalable, managed post-quantum security services.
The parties expect the QSOC constellation to be deployed progressively, subject to technical validation, regulatory authorizations, launch availability, financing, commercial agreements and final corporate approvals.
